  5.     The dream of a border-free Europe took a step toward reality
  6. last week. Aboard a cruiser sailing down the Moselle River past
  7. the village of Schengen, representatives of France, West
  8. Germany, Belgium, Luxembourg and the Netherlands signed an
  9. agreement to abolish border checks for travelers and their
  10. luggage. The accord will go into effect in 1992. When it does,
  11. the internal frontiers shared by the five countries, including
  12. a newly unified Germany, will be partly dissolved, creating a
  13. 373,766-sq.-mi. passport-free territory informally dubbed
  14. Schengenland.

  16.     The agreement is regarded as an important preliminary to
  17. full integration of the twelve-member European Community,
  18. scheduled for Jan. 1, 1993. Within the new five-nation zone,
  19. passport controls for citizens will be lifted, police will
  20. share information, and extradition and political-asylum
  21. measures will be harmonized. But to combat a possible increase
  22. in illicit drug trafficking, terrorist activities and illegal
  23. immigration, controls on the external borders of Schengenland
  24. will be tightened.
